The article in the Daily Record claims that talks between the Parkhead side and Broadfoot are at an advanced stage - and also claims that they tried to take him on trial last season.
There have been no quotes from anyone involved in the articles linking Broadfoot with moves to the Old Firm, so quite how true they are is hard to say. If Broadfoot did move on a Bosman, Saints would be entitled to some compensation as he is under 24. However, this money would have to be split with former side Hibs.
It's debatable whether Kirk is good enough to play for the Old Firm, as his performances this season have been a bit dodgy at times. However, the improved coaching and facilities on offer were he to move may help him in the long run.
